I need a list of potiental issues, fees, etc. I'm asking this because I know someone who is wanting to do "inhome repairs", but does not seem interested in the legalities of such a business.
Basically, I need to bring him back to reality. Thanks in advance.

He would be considered a Handy-man nothing wrong with that. There are some things he would be strongly advised not to do.
Potential problems if something happens he had no insurance to pay for his mess ups.
If he makes over a certain amount he will need to put that on his taxes in which he then will get in trouble with the state for not having a license.
Some repairs he cannot do without certification

It depends on whether your state requires licensing. Here in Oregon, if you get caught doing work on anything other than your own personal property without a CCB (Construction Contractors Board) license, it's a $10,000 fine. The CCB will also "red tag" the job site so no other work can be completed until the issue is resolved.
Additional issues would include liability. If your friend does faulty work and someone gets hurt or if the work has to be redone because and inspectors has problems with it, he/she could face a lawsuit from the property owner. If someone gets hurt or killed (i.e. a deck collapses) they could go to jail for negligence. These scenario's are a little more far fetched than the fine scenario, but they are risks that your friend is taking.

Check with the State Attorney General - Consumer Affairs Division. If your friend does any repairs without a license or permit and the structure injures or kills someone,guess what will happen?
