I don't know where you are in the world, you haven't stated what type of web page you have, personal or commercial, if its personal web page, you could get hosting free, commercial you will need to buy a domain name, pay up your hosting fee. When you receive the confirmation email you can then upload your web page.Check out which one do it free and which will you have to pay.yahoo geocities would be a good place to start.There are hosting companys all over the internet, try choosing the one that meets your budget.

He is using a really funky redirect/ multi ad tracker, so it actually took me a few seconds to open. That does not indicate the speed of the host service.
