The least expensive would be free and Ebay hosts might be the cheapest, but like everything else you get what you pay for. I don't have any answers for the Mac questions though since I don't have enough experience with them to know.

Unfortunately, the answer to question no. 2 is yes and consequently the templates within IWeb are proprietary and not transferable except to a .mac account which nullifies, consideration of another web-hoster. Do you consider the $99 per year host fee for .Mac excessive?Good luck!
