Try http://freewebspace.net/forums they have a lot of free hosting offers there. They might have something that fits your needs.

Yeah, you're probably going to have to pay. Maybe not $10 a month though. I don't know of any free ones that have no ads (that's how they can give it to you for free) and give you SQL databases.
